Was Darwin a Social Darwinist?

Was Darwin a Social Darwinist?  Did he ever repudiate the idea of progress in evolution?  Do elements of design thinking persist in his thinking even as Darwin became an agnostic?  How disturbing are the implications when Darwin applies his theory to human history?
